Anne W. Lewis
Anne's practice focuses upon representation of public utility clients on a variety of regulatory matters before the Georgia Public Service Commission, including applications by telecommunications companies for certificates of authority to operate as facilities-based or resale carriers, arbitration of interconnection agreements, rulemaking proceedings and related litigation. She also represents these utility clients before state agencies and municipal bodies in connection with the construction of their networks. In Georgia's deregulated natural gas market, Anne participated in certification proceedings for marketers, proceedings related to capacity supply planning and rulemakings.
In addition to her work with the firm's public utility clients, Anne represents the firm's clients in various public policy and legislative matters. In the 2000 redistricting cycle, Anne, along with partner Frank Strickland, represents four intervenors in the State of Georgia's Section 5 preclearance case, State of Georgia v. John Ashcroft, et al., which is currently being appealed to the United States Supreme Court; they also represented the plaintiff in the Fulton County School Board redistricting case, Markham v. Fulton County Board of Elections and Registration et al. Anne's work in redistricting dates back to 1991, when she served as one of plaintiffs' counsel in Jones v. Miller, the impasse case arising from Georgia's 1991 redistricting and as counsel to amicus curiae, Congressmen John Lewis and Newt Gingrich, in Johnson v. Miller, another case arising from Georgia's 1990s redistricting. In addition to redistricting work, Anne represents public officials and candidates before the State Ethics Commission and in election challenges. She currently serves as General Counsel to the Georgia Republican Party.
In the firm's education practice, Anne advises the firm's clients on matters including distance learning and continuing education programs, proceedings before the state examining boards and faculty employment issues. She also assists these institutions in employee compensation matters, such as compliance with the Fair Labor Standards Act, the Workers' Compensation Act and the Employment Security Act.
Anne is a certified mediator and is a member of the State Bar of Georgia, the Atlanta Bar Association, the Georgia Association for Women Lawyers and the Lawyers Club of Atlanta. She is involved in the Technology Association of Georgia and is a member of the Georgia State University College of Law's Graduate Leadership Council. She is a volunteer with Hands on Atlanta and the Truancy Intervention Program.
After receiving her undergraduate degree from the University of Georgia, Anne earned her J.D. cum laude from Georgia State University College of Law, where she was the Managing Editor of the Georgia State University Law Review.
